This is a daft attitude, 7 days is too short, what if you went on holiday for the usual 1 to 2 weeks just at the time you got a "gift". This would turn such a gift into an insult, and I expect that if they hadn't given this $15 in the first place, and of course never had to make it vanish, you might still be a customer, and lost more than the $15.
Players in the Uk have another reason for disliking a short expiry, they might be with Virgin Media like myself
At least for the next couple of months.
