Ive been using them for years and I am still doing so - no problems with cashouts from casinos and to my neteller debit card. I always have my funds available at an ATM within 30 mins of it arriving from the casino.
Im not sure anyone can 100% predict the future with these things, but there has been no impact on me thus far.

I have noticed no change whatsoever in my Neteller service.
However, in this time of uncertainty I would recommend not keeping huge amounts your Neteller account - just in case.

About 7 weeks ago I attempted a bank wire withdrawal from Neteller. Customer service was appalling, telephone calls were met with conflicting information and e-mails not returned, until I was finally told ONE MONTH later that they were no longer accepting bank wire withdrawals from USD accounts. They offered me to change to a different currency but by that time I had lost faith in them completely. So I withdrew most of money to InterCasino, went through a security check with ECashDirect and was able to get a bank wire processed in 3 days.
I also tried to certify my account but there was no reply. 2 weeks later I rang them up about it and all they would tell me was that they were "experiencing delays". After that, nothing but silence.
I would advise anyone outside the US not to open a Neteller account and I have noticed some casinos are no longer processing Neteller withdrawals for fear that their players will never receive their money.
Sounds like you had a bad experience, but add me to the many non-Americans who have had no problem with Neteller. They did ban USD bank accounts being linked to Neteller, and it sounds like you got caught up in the middle of this.
For me, I might try to keep down the amount I have in Neteller (or maybe not), but I'm certainly not giving up on their service.
My Neteller account was never linked to a USD bank account, the Neteller account was in USD though.
The rudeness and poor attitude of the Neteller staff on the phone was breathtaking.
The issues with Neteller are only with US players...
