Please correct me if I'm wrong, but each and every hand is dealt independantly. What you're describing is something the "[edit]start your own casino" software would do. IE: Only pay out XXX amount, then make everyone else lose until XXX is recovered, then start over again. This would also describe a "fixed" RNG....Sure it'll deal random cards UNTIL it wants you to lose, on purpose. Same goes for slots, etc.
Casinos that had this "feature" in the software would be able to set a fixed limit on what they'd lose on any given day. You'd never get a fair game.
Any reputable software provider wouldn't even THINK about implementing this "feature".

Even if it wasn't a fixed amount they'd pay out for a 24hr period (or any period for that matter), you still wouldn't get a fair game. Players BCDE would be paying the casino back for their losses to player A, and players BCDEFGHIJKLMNOP.... would be guaranteed losers until the casino started making a profit again. Could you imagine someone winning $250,000 (net)? Everyone that played at that casino would go days, if not weeks, without achieving a balance OVER their deposits. EVER.
