Had the same problem. I was signing in from www.neteller.com/ab/signin. Try signing in from the main page www.neteller.com.

I had to clear to my cookies to get in. Everything seemed to be working ok last night.

They changed that signin URL, (they didn't bother to mention this to their customers). The old one is prone to errors now. Best to go through the main page and bookmark the current sign-in page. It was something to do with a change from Java to Cold Fusion, or the other way round, with regard to cookie handling. Clearing out the old Neteller cookies should fix this.
