Should be no Penalty Kicks for World Cup Final

The last 2 world cup finals have been decided by penalty kicks..Why cant soccer change the rule for the world cup final that there will be no penalty kicks. Sure players will be tired, but not like either team has advantage here..

If they are to keep on playing without penalty kicks maybe extra subs should be allowed after 120 minutes so that there are fresher legs and those who are fatigued can be replaced.

I think penalty kicks are an essential part of the game. They should not be removed from the World Cup final.
