Lowering it to the standard 12x would help as it would not look to any British player looking at the offer that you didn't really want them to play at all. It is not so much about games with low house edge, but that you have excluded all games that offer near even money bets, such as Blackjack. You even go so far as to ban Video Poker and 3 Card Poker, thus leaving no chance, even with the restricted bet sizes, for a British player to win unless they are spectacularly lucky.
Playtech slots seem of low variance, another think that makes a non-cashable bonus less attractive.
I recently played some Playtech non-progressives, and indeed they give lots of little wins, but the bigger wins from features tend to be around 10x bet, as opposed to Microgaming where the norm is much higher, such as Thunderstruck with a mean of 33x bet from free spin rounds on average.
Wagering £2200 at these low variance slots lead to a steady loss of £100 (small bets, many spins), this included many many bonus rounds, all of which were poorer than their Microgaming counterparts. I never gained more than £50 in any upward surge, but similarly there were no long sucks as can happen at Microgaming, even with small bet sizes.
The standard slots bonus at Microgaming is set to 30x bonus, or for a 100% deposit offer, equivalent to 15x D+B, and it is fully cashable. Some MG casinos tried a 50x, equivalent to your own 25x D + B, but again the bonus was cashable, and there were no banned games, so players could try a little Blackjack to try to boost the bankroll a little. The 50x didn't last long though, as it proved unpopular and uncompetitive.
