It's a load of BS. Most ISPs don't allocate IP addresses to a specific customer, there just aren't enough to go around. Most allocate them dynamically when the internet connection is turned on, from a range held by a local hub. Even mid session, it is possible that the IP address will change because the ISP is continually reconfiguring itself, and a momentary drop of the connection, or even expiry of an IP address lease, could have the modem request a reconnect right away, which could be a different IP address in the local range. Even working out the country of a player from the IP address is not perfect. It relies on a database being kept up to date by ISPs when they receive a fresh allocation of IP addresses, or when they move a range they already have to a different server.
This was demonstrated when MGS tried to block all Kentucky players based on IP address. Some players from Kentucky could still play, and some in bordering states were wrongly locked out.
If they were so worried about players playing other than at home, why have they brought out mobile casinos?
It is all very well saying players should ask first, but it shouldn't be up to players to take the chance that CS will say it's OK, but another department will later say it isn't when they win. On top of this, there is no consistent approach within the industry, whereas players can take it for granted that they can play on their PC at home on their own connection without having to keep asking CS if there might be a problem.
