If it was on a per account basis it would be impossible to win. The RTP varies with each game.
Don't know how many casinos will do this, but, let's say you want to know YOUR persoanl RTP for... oh... say the 2011 year. A request to CS (hah!) should get that number for you. I'm pretty sure Enzo/3Dice will do it... and probably INetBet and CW....

Smart players do ask for this. It's a great thing to be able to know. When higher rollers come on, I keep their RTP up on the screen anyway, for whichever game they're playing, next to their open tables. This is a pretty easy number for casinos to get.
It varies from player to player, and game to game. What you see reported for a game is the average for all the players who played it. So if it's 95%, that means for every player who walked away with 115%, there was one who walked with 75%.
