It seems rather messy. It would surely be in the interests of the casino to allow players to carry on playing their existing balances for as long as they have no means to pay them. This will make some balances simply "go away", and they will have less to pay out in the end. It seems odd than they suddenly care about protecting players from playing through their funds because of withdrawal delays, because many of the delays have been introduced in order to ENCOURAGE players to be tempted into playing them back.
The move to disable the games, but leave the accounts open, is probably to ensure that players have access to request withdrawals when the time comes.
Players should NOT uninstall these game-free lobbies until they have been paid, since they may find that they have no way to reinstall the lobby once a means to process withdrawals has been found.
I am also thinking "what's wrong with QT?". This eWallet has so far managed to dodge the DoJ, and is managing to operate, so surely this is the way to quickly close out US players from Level 11, and have QT take on the liabilty for the player balances, along with those casinos still willing to take QT deposits from US players.
