In general Marc, max cashout rules do not apply to progressive jackpots. Those funds come directly from MG themselves, not from the casino. It's a "pooled" fund, held in a sort of trust with MG (or any reputable software provider).
In re: the 5K a month max though...that is very unusual for MG period. Not sure if any others have such low max cashout limits, I don't think so.
IMO, you should never play at a casino that refuses to pay out progressives in one lump sum. And it is one of the standards here at CM for accreditation.
