Do Casinos have Affiliates in Banned countries?

Hiya: For some reason there are places, Casinos, neteller, moneybookers, ect, that think Marcos is still the president in the Philippines, and do not allow transactions from there.........However, if you are part of the Drug Cartel in Mexico, that is perfectly OK.....

    Rant over................................

OK. If Casino XXX does not allow players from, USA/Canada/ect, does it allow Affiliates in these places? Example, Boyles does not allow players from the USA, But, do they allow people to be affiliates for them, if they are in the US?

    Thanks:
