Actually the opposite is the case.
The Finnish government tried to bring them down (or at least stop them from targeting mainland Finland) for many years.
Various court decisions against PAF over time. Not entirely sure if they had to give in by now or if their fight is still going on with regards to finnish customers.

Can't comment on how their operation is run, but they have been around for quite some time, so that's a positive sign.

Well, the receipt of SPAM by sagera is not a good sign. In which part of mainland Finland is the province of Canada

They may be a "all profit to good causes" operation, but they should be wary of descending into these practices, lest they become "just another moneygrabbing casino".

They are not heard of often, and they have bespoke software - almost as "bad" as $lotland's original HTML casino. I had a go in "fun" mode when it was mentioned a while ago, and was given to understand it was some kind of "charity lotto" enterprise, but using casino games online, rather than draw tickets of scratchcards. There is nothing that obviously bans non-Finnish players, but I got the impression that Finland was it's primary market. I too thought it was "government tolerated" because it was "charitable".

They do pay out, they are finlands only online casino at the moment, so quite many finnish players use them, and the games are fair.

Well I just took a look and they are using Net entertainment software-so far from cheap, VWM looks like things have moved on. But I did not find anything about charity pay offs. So maybe things really have moved on, but I only skimmed the site quick like.

But I did find a Phil Mitchell look-a-like.

Yes software is Net Ent. Here is the 'About US' details. I think they are very reputable, have never hard any complaints at least. I think Aland is an island like the Isle of Wight say:

Many Finnish gamblers play at PAF because it feels safe as the operation is governed by �land Islands which are part of Finland. And yes the casino profits go to charitable purposes for the welfare of �land population.

I have played at PAF - the customer service was not the greatest imo - I do love the Net Ent platform. I play mostly at Towergaming casino now b/c they have Net Ent and a cool download. I have also been treated very well by customer service.
I think the charity thing has to do with Taxes - not directly tied to charities. If I am wrong sorry
