Why ever not? With prepaid cards you usually have to pay a fee to reload them. Also you have the inconvenience of having to reload them in the first place.

If the use of them is to act as a safeguard to gamble responsibly, surely it would be more practical to set limits via the cashier.

Here in the UK these prepaid cards are geared up for people with a poor credit rating. So as they are not financially excluded from making visa/mastercard transactions.
