Neteller recently lowered all fees for VIP members. They actually phoned me last week to tell about the changes.
The new horrible withdrawal fees will be re-credited to the account once a month. The only cost left is the 1.7% withdrawal fee.
So I think it is pretty cheat to use Neteller actually.
Disclaimer: The above fees are from memory only. I can not log into Neteller and confirm the numbers from work since Neteller would see my IP comming from UK and Neteller will lock my account as part of their security check.

You can see if you are VIP yourself now.
If you log in, then right below the balance there will be a VIP icon, if you are VIP.
