That's correct and this is also written on the paytable
The another difference is, that the most substitute can't get 5x, because on the most slots the substitutes are only on 3 reels available

This is a truly worrying result!
Perhaps this bug crept in recently, as I am sure all hell would have been raised before, as a load of free spins going missing does not escape the attention of players.
I would have thought that conditions on the local machine have NO INFLUENCE on the outcome of a game, clearly there are conditions within RTG gameplay where the result can be determined on the server, yet the outcome influenced after the fact by events on the local machine.

Example, win free spins, server allocates them, but local PC "freezes" for any number of reasons and fails to progress beyond the initial award of the free spins. Next login, the free spins have gone!
Naturally, this works in the casinos favour, but what if............

It's all about the "what if".

Supposing this is about refunding the last bet when you don't like what you see on the display, for example, bet high & spin, if reels 1 - 3 do not issue the scatter for the feature, yank your Ethernet cable and close the casino, log back in and get your bet refunded to try again.

Don't laff you lot, does anyone remember the Frutie "777 Heaven" from the early 90's, you could do just this, if you had two "squares" that would guarantee nudges next go, but didn't get a hold, you could switch off and on, and thre game would recalculate whether you got the hold or not. Just keep turning it off till you did, as in the end you would. Once you got it, and nudged in the symbol, took the win, switched off again, you were back again to the previous situation where you needed the hold. This was an "emptier", and because it was "pre-internet" lasted for "bloody ages". I got banned because I knew this, and was accused by the local arcade of doing it to other machines (not that it worked on them). I was, of course, INNOCENT

It would be interesting to find out, and if there is ANY suggestion of it being in the player's interests, you can expect rather more than the "patronising reply" from whatever RTG casino is told there is a bug.

I just recently had the same bug in the dueces wild poker. I held the two dueces, and it froze, then disconnected me, came back, Im down the credits I bet fot that hand, and the cards were not held.
