Complain
If this is a case of fraud, complain to the FSA, given that you have reached a state of "deadlock" with Neteller. Unlike banks, only the first 1000 Euro are protected under the investor compensation scheme, but this would not apply in this case as Neteller themselves have done nothing wrong.
Depending on the amount of money lost to the fraud (limited to the amount deposited), you could obtain a court warrant requiring Neteller to produce any information they have that could lead to the tracing and possible arrest of the fraudsters.
This arrogant attitude has been the hallmark of Neteller for some while now, and has been felt by their former US customers, and now their Canadian Customers, along with the Turks. The regulation they are under is very light, and is more of a licence to operate.
You are right to believe using a CREDIT card (not debit card), will give you far greater protection, including the ability to issue a chargeback in the case of fraud to recover deposits. Sadly, many credit cards are now treating gambling deposits as cash advances, and these could well place them outside the protection of the consumer credit act.
