No - it's power, money and above all political influence (all inter-related!) which has given the U.S. horse racing industry some truly shocking "carve-outs" or exemptions from every attempt to introduce anti-Internet gambling in the USA for years.
They seem to be generous with campaign contributions, and the media dedicated to the horseracing sector frequently boasts of its lobbying power and success in year after year achieving exemptions from legislation proposed by people like Goodlatte, Leach and Kyl (and most recently and successfully Frist)
More recently the leadership of the (horseracing) industry has been open about its ambitions to get into Internet-based wagering bigtime with suggestions of a centralised giant website with widespread links.
Like state-run lotteries they seem to have carte blanche in America, and it's led to some interesting relationships with other anti-online gambling bodies.
I think these folks are only opposed to online gambling when they're not getting a big slice of the action.
It's disgusting from both a commercial and political perspective imo, but its just a fact of life.
