I haven't heard yet from GamingPromo. His profile says he/she last visited 9/20 and I pm'd him/her 9/21.
But I did have a looooong chat with "Mike" from City Club casino. He says that due to the fact that I played blackjack and slots, combined play of $180, that I can't get my deposit back. Had I not played any games, he said there wouldn't been a problem with returning my deposit. He said that if I won the jackpot in slots, would I have been complaining? His justification is that the casino can't take the risk of people losing then requesting their deposit back.
Once I saw the $50 maximum bet limit in blackjack, I stopped all play. But that didn't matter to them. Almighty God Policy is set in stone and I've sinned. My $99 is the sacrifical lamb.
Is this the normal policy of online casinos to not give just your deposit back even if you have winnings? I've always thought that casinos would just take out the winnings and bonus money if you don't meet wagering requirements. City Club casino keeps it regardless.

Jeeze! I've just checked out this thread. WTF?
Westland Bowl, did you Neteller your funds to them? If so please PM me your Neteller email.
As I see it, if the player decides that they no longer want to participate in a promo because of disatisfaction, there should be no problem in returning funds. It's not like $99 is going to break anyone.
