true RNG's

hi everyone
someone has probably asked this question before but if good casino's value fairness why dont they use true RNG's instead of suedo rng's and have the certification to say this is a genuine rng, does anyone know a casino that has this, also is there a general rule of thumb as to suspecting a rng is crook for example some i have played in BJ give me unbelievable long runs of lost hands 9 10 15 hands in a row and not a one off runs i havent seen this in real casino but some argue thats because you play a lot more hands online so the chances of these long runs are more common.
