I think the reason you can't refund credit card purchases at some casinos any more is because the banks and credit card companies are treating these "purchases" as what they really are — cash advances. If you use your credit card at an ATM to make a cash advance, you can't turn around and put it back in — you're stuck with the higher interest rate, which is of course in the best interest (literally!) of the banks and credit card companies.
I don't remember where I saw it but it was in the Terms and Conditions at some online casino. I'll see if I can find a link to more info about this.
Most credit card don't treat gambling transactions as cash advances (at least not yet), but Mastercard does not allow refunds to credit cards. Visa allows unlimited refunds to credit cards in certain countries, including the UK. You also have to realise that primary purpose of the credit cards is to make it easier for the consumers to spend, refunds are the exception.
