Neteller rerquires a US bank account. which I don't have. I guess I'll end up buying all a Netteller ATM if this doesn't get workign again, but I was pretty comfortable selling gift certificates. It would force me to change tables after I would double up in $50NL, which was good for me personally.

Just like people writing you a check to buy something but the amount is way more than your goods are worth and then they ask you for a check or cash for the change! Of course their checks worth zero.
Even if they were worth diddly squat, couldn't you get paypal to refund your money if it was a fraudulent auction?

Why would anyone in the right mind want to put him/herself through that ?
Also why should the fraudster should get rewarded even if it wasn't by the victim?

Neteller rerquires a US bank account.
I just looked and it has many countries which can open an account.....why else would they have a drop down menu with numerous countries for choice when opening a new account?

Neteller doesn't require US bank account, I have an international bank account (in europe) and i get the amount in my bank in 3 working days. Everything works fine except that i get f'ed up in conversion rates from neteller. They convert my US dollar account to Canadian dollars and then to pounds and since they have lower than market exchange rates, i think i lose around 3 - 6% of my cashout. For you it shouldn't be an issue because you will get money in canadian dollar.

In short use Neteller, unless you have a bad record with them

You don't need a US bank account for NETeller but you do need a US bank account for the Instadebit function, so it is a bit more of a pain in the ass for non-US people.

Anyway, what I was gonna say, if you're not in the US you can still open an account in USD. If the majority of your transactions are in USD I'd definitely recommend doing that. It means you'll pay the bank exchange rate when you receive the funds into your bank account, as oppose to the very crappy stealth fee NETeller exchange rate. They don't let you change account currency once you've opened your account so is important to remember when you set it up.
