Non-US casino operating out of US?

Let's say there is an online casino which is licensed in Europe, the servers are located in Europe, DOES NOT take any US players.

Do you think it is legal to operate this casino out of the US?

That would be a good question to ask a lawyer who specializes in gaming law - specifically one in the US.

If you need a referral, I can give you one.

My opinion would be that it probably would be not so risky - you would probably fall off of the DoJ's radar. In fact, you would probably not be violating any US laws. They primarily target US sportsbetting or anything else that might affect US players and casinos.

Again - you need to ask a lawyer.
