Support for Congressman Frank's bid to regulate online gambling in the USA grows

July has been a good month for Congressman Barney Frank, Chairman of the influential House Financial Services Committee and author of Bill HR 2046 the Internet Gambling Regulation and Enforcement Act which proposes the regulation and taxation of Internet gambling in the United States instead of banning the pastime.

Five more Congressman have signed on to the Bill as sponsors, including Representatives Anthony D. Weiner (D-N.Y.) and Bennie G. Thompson (D-Miss.) who attached their support to the bill July 10, and Representatives Steven R. Rothman (D-N.J.), Michael M. Honda (D-Calif.) and Albert Russell Wynn (D-Md.) who signed up late last week.

The addition of the latest representatives grows the current list of co-sponsors to 32, up from the bill's original 11 when Frank first introduced the Act to the House in April.

The new sign-ups join the following politicians who have previously signed up to support the Frank bill, which calls for online gambling in the United States to be taxed and regulated by the Financial Crimes Enforcement Network.

Frank's aides have repeatedly said that interested parties calling their political representatives with expressions of support for the Frank bill were having a positive effect in encouraging politicians to re-examine the implications of the Unlawful Internet Gambling Enforcement Act and the alternatives which HR 2046 presents.

If passed, Frank's bill will neutralise the Unlawful Internet Gambling Enforcement Act, signed into law by U.S. president George Bush last October. The UIGEA prohibits financial transactions from banks and credit card companies to Internet casinos, poker rooms and sports betting sites, and has been described by Frank and other politicians as "preposterous," "one of the stupidest laws ever passed by Congress" and as an invasion of American personal freedom.

With only 4 Republicans on board I decided to take a closer look at them.

Fossella is a 42 yr old Moderate Republican in office since 97 who has a record of working with Democrats. He has spoken out against the Bush administrations handling of Homeland Security funds.

Young is in his 18th term serving Alaska and is the guy who earmarked over 400 million dollars of pork out of the 1 Billion he got for his state to build 2"bridges to nowhere".

Peter King has been in Congress since 93 and votes along Party lines 86.6% although he voted against the impeachment of Bill Clinton and for the Federal Assualt Weapons Ban.

Ron Paul is a 10 term Congressman from Texas who is running for President. Nicknamed Dr. No because he votes against any bill that he believes violates the constitution.

It appears this is going to be along party lines. Go figure. :rolleyes:

hey i have done everything i can on my part and will continue to do so:rolleyes:bible belt, yes prob has alot to do with it i.m.o. but hillbillies cyn ? really my feelings are a wee bit hurt, rather be called a redneck!!:D there are several churches mainly southern baptist, church of christ and a few others that have alot of power in these areas, mine in included. "your damned and going to hell if you gamble" is some of the sayings ive heard from a few of my church members. note: this is one of the reasons i havent been to church in awhile and thats sad. the "southen baptist convention "has too much political pull in these states above. check it out if you dont believe me. laurie

'Cause I'm from Alabama, Cyn. :D You know... where there are no casinos (because gambling is evil), but if I drive 20 miles across the Georgia state line you meet up with other people from Ala. -- all standing in line to buy lottery tickets. ;) And I always bump into a lot of folks from Ala. when I drive the 350 miles to Tunica or Biloxi for a gambling trip. But it's ok that our roads aren't fit to drive on, and our children's schools are falling down around their heads, 'cause we're good, sanctimonious people that don't allow no gamblin' down here. :icon_evil

After having sent snail mail and email to my congressman over these last several months -- I sent the most recent email to express my support for Barney Frank's (and the other online gambling) bills. I finally received a reply in the mail. Mostly form letter, thanking me for writing, and while he is not on the Financial services committee (yah, I knew that), he will keep my support for those bills in mind should they come to a vote. Yeah. Right. :rolleyes:

Alabama representatives consistently vote against anything to do with gambling or alchohol. Keeps the bible thumpers happy, and if we want to gamble, citizens can always drive to a neighboring state and boost revenue there rather than at home.

i can remember when you couldnt buy beer after midnight:mad: and never on sundays:mad: now its after 12 noon on sunday you can buy it.whats that old saying "they roll up the sidewalks when the sun goes down". im glad we have tunica, atleast we have somewhere fairly close where we can go gamble.;) our mini mini vegas.

I have actually gotten replies from both my state reps even if it was a semi canned response but I was impressed over the fact that it addressed the gambling portion of my letter...interesting....maybe, just maybe. the helpers that are reading these things are bringing the letters content to the attention to the reps so they actually address a part of what was written in the letter?

Anyway, I keep writing and now I am up to my third response from the Senator :D

Kudos, silcnlayc - the more US folks contact their Representatives, the more likely it is that they will begin to realise that Prohibition is not the way to go with this.

Politicians start to pay attention when the volume of mail on an issue reaches significant numbers and they realise they may be backing the wrong horse (no pun intended!!)

just got off the phone to my rep. lincoln davis (D) well his assistant who has told me that mr. davis will back anything that has to do with regulating online gambling.he is oppossed to gambling in general and even voted against our state lottery.:confused: the assist. did tell me that mr. davis is aware of the issue at hand and will vote yes when the time comes. i asked for a letter confirming this and she told me they would be sending out something soon.i told her that mr. davis needs to look at the 20 dems. and 4 repubs. on board with mr. franks now and that he might need to check out the facts and figures and get on board himself.:) p.s thanks cyn & jetset for that list with all the names, states and parties, i made the assist. write them down:D a great 35 minute call to washington d.c:)
 
Lauriejim, you go girl! You are an inspiration to those who feel their voices don't count. Folks get tired of taking it up the back side by their elected representatives and apathy sets in. You have reminded me that little ripples do cause a wake. It took years to get the assinine Cock fighting ban finally passed here in New Mexico even though an overwhelming majority of people wanted it passed into law long ago. I will write Rep Wilson again and may even write Gov Richardson who is a long shot candidate for President. Let's keep it up. :thumbsup:

This whole stupid Bill that was past in the USA Last year has not only affected the USA but also other places in the world.
It seems people are still allowed to play games of all types in pogo.com where all the games including Slots have Jackpots that built up as high as $5,000 and for a yearly subscription, people can win money and receive payments in the USA. Bingo and Poker seems to be allowed to be played in the USA but no Slot Games at online casinos. Almost all the Online paid and Free ( sponsored ) Lotto Games have closed down because of this Bill also.
The Debit card at Neteller is unavailable anymore ( they say they have a new one coming ) and also Click2Pay have cancelled their worldwide ATM Card but have a new online card and atm mastercard that is operated from Germany.
needless to say because of laws in Germany money can not be sent to or from any online casino, poker or sportsbook site. Basically I hope this Bill is soon repealed as it is making things very difficult here also in Australia and I would say many other countries as well.

Here's a little more information on the latest sponsors:

The three new cosponsors are all Democrats who had initially voted against Bill Frist's Unlawful Internet Gambling Enforcement Act.

Barney Frank's bill is their opportunity to help get rid of UIGEA which they didn't support when it was rammed through Congress last year.

Joe Baca (D-Calif.) serves on the House Financial Services Committee, of which Frank is chairman, and also on the House Agriculture and House Natural Resources committees.

Gambling is illegal in Neil Abercrombie's (D-Hawaii) home state. He too serves on the House Natural Resources Committee as well as the Armed Services Committee.

California has another representative joining the list in Rep. Lynn Woolsey. She serves on the Education and Labor, Science and Technology, and Foreign Affairs committees.

ARIZONA CONGRESSMAN JOINS U.S. ATTEMPT TO REGULATE ONLINE GAMBLING

And no....it's not the infamous Senator Kyl!

Congressman Barney Frank welcomed a new sponsor for his Internet Gambling Regulation and Enforcement Act proposal HR 2046 this week, which seeks to license and regulate online gambling in the USA rather than prohibit the pastime.

Arizona Representative Raul M. Grijalva joined 37 other US politicians who have signed on as co-sponsors for the Bill - still a long way from a significant number but progress nevertheless.

The latest Congressman to join the Barney Frank crusade against the unpopular Unlawful Internet Gambling and Enforcement Act, which bans financial transactions with online gambling companies, serves on the Committee on Natural Resources and is Chairman of the National Parks, Forests and Public Lands Subcommittee, the Committee on Small Business and the Committee on Education and Labour.

In addition, Representative Grijalva serves on the Jobs and the Economy Task Force, and the Homeland Security Task Force. He is also active on Congressional caucuses regarding Addiction, Treatment, and Recovery, the Science, Technology, Engineering and Mathematics and the Port Security Caucuses, and is the about to take over as co-chair of the Congressional Progressive Caucus.
 
It is nice to see that the amount of congressmen/women supporting the Barney Frank proposal is rising, but there is still a long way until any form of regulation of online gambling can take place. There is still a long way to a majority in the House of Representatives with 435 delegates and then there is the Senate which also has to pass the legislation and the Presedent who can veto.

As you know, this bill amends federal law governing monetary transactions to establish an Internet Gambling Licensing Program administered and enforced by the Director of the Financial Crimes Enforcement Network. For my part, I am still reviewing this piece of legislation and have not taken a formal position on it to date. I will continue to discuss the issue with Congressman Frank and will certainly keep your views in mind should this bill receive a vote in the House of Representatives. I've noticed on some online news there's today's date and then right before the story starts in it will say 'reported sept 9 2003' or the like:eek2:

Co-Sponsor in Rep. Cohen

Rep. Steve Cohen [TN-9], representing Memphis/Shelby County of Tennessee, has signed on today to co-sponsor Congressman Barney Frank's Bill H.R. 2046 to become the 39th co-sponsor. Bill HR 2046 is also known as the Internet Gambling Regulation and Enforcement Act or the IGREA.

Congressman Cohen has served in public office at various levels since 1977, he has received a B.A. from Vanderbilt University and Juris Doctorate at the University of Memphis

The good congressman currently serves on the House Judiciary subcommittees: 'Courts, the Internet and Intellectual Property', 'Constitution, Civil Rights, ....

and several more.... I think you are correct in that he was cosponsoring wexler's poker bill and I did some bad sleuthing of unreliable sources, and I'll bet as of your announcement... He is backing IGREA

MORAN SUPPORT FOR IGREA CONFIRMED

Barney Frank's proposal now has 40 co-sponsors

Claims that Virginia Congressman Jim Moran has signed up as a co-sponsor for Barney Frank's HR 2046 Internet Gambling Regulation and Enforcement Act (see previous InfoPowa reports) have now been confirmed.

The Democrat from Virginia joined the IGREA roll of political support last Thursday.

Now in his ninth term in the House, Moran's voting record shows that previously he has opposed online gambling, voting in 2003 to pass a ban on Internet gambling using a credit card. Late last year he was one of the many 'yes' votes that pushed the unpopular Unlawful Internet Gambling Enforcement Act through Congress in an infamous midnight session on the brink of a recess, attached to an unrelated security bill.

In more recent times, Representative Moran seems to have taken a more balanced position, becoming a co-sponsor for Representative Robert Wexler's Skill Game Protection Act in July this year.

Representative Moran is a member of the Appropriations Committee where he serves on the Defense Subcommittee and the Interior Subcommittee. He brings the total cosponsors for IGREA up to 40.

Does anyone think that Rep. Barney Frank's homosexual reputation hurts Congressional support for the IGREA? I mean some conservative Congressmen who would otherwise support IGREA may not want their constituents hollering at them for joining a cause initiated by Barney Frank. Just wondering.
