They are correct, except that CS have failed to offer a proper explanation. The BS you have received from CS is why you feel the casino has screwed you over.
What they mean is that the RULES are the same as for the opening offer, NOT the two offers themselves.

Nowhere in the terms does it say you are allowed to withdraw and sacrifice the bonus rather than meet the 40x
WR, you therefore MUST meet the 40x

The free PLAY offer DOES require a deposit in order to claim the winnings from the promotion, and this and the winnings are tied in to a 40x
WR before anything can be withdrawn.
This idea that you could withdraw before meeting
WR was foisted upon operators by Microgaming, who did NOT develop this bonus system for "real life". In practice, being able to withdraw before meeting
WR is highly vulnerable to abuse, and has been thoroughly abused by advantage players in the past. Operators generally do NOT now permit new players to opt to withdraw after a big win, but require all playthrough to be completed.
Many casinos DO relax the rules for their loyal and VIP players, sometimes through reduced
WR, different game weightings, or even by allowing withdrawal before meeting
WR and losing any remaining bonus.
