In this case, you should have deposited ANOTHER 25, and THEN picked a number. If this had been denied, CR would have no rules to hide behind.
Gambling contest forums rely on casinos following through on their promises, but sadly some do not, thus devaluing the lure of such forum contests. There is little forum owners can do about this, and many have disclaimers to that effect. It seems that there is a certain quota devoted to such forum contests by their maeketing & retention teams, and if the forum delivers too many winners the casino will either deny some of the prizes, or even drop the contest altogether.
It seems that most casinos are in it for NEW players, but these forum contests are really aimed at ensuring continued loyalty from those new players that signed up through the forum.
Unfortunately, this has the very effect casinos do not really want. They advertise on a forum, and offer prizes. Forum members sign up, but eventually all the members who are interested have signed up, and now expect to enjoy the fruits of continued loyalty. The casino, on the other hand, sees less new players signing up, and eventually decides to redirect marketing, maybe to a different forum. They then lose some (or all) of the signed up players from the forum, as they, of course, now start to sign up at the replacement casinos, and continue to play at those still offering prizes and contests.
Provided the forum can attract enough new casinos to replace the ones who leave, this can still work, forum members simply get their prizes with a different casino. UIGEA has been the spanner in the works. Fewer casinos have bothered to use such forums to drive business, since many members are from the US, and are either excluded, or have problems transacting (especially receiving winnings).
