Changing "Fully Registered" to ____________?

Hi guys,

Next to my profile picture, how would I go about changing the "fully registered"
part to whatever I want it to say?

I noticed a new member (gremmyboy) was able to do so.

Click "Settings" (upper right) and then "edit profile" (on the left side) and then go down to "custom user title"
