Yes. They were blocking it for a bit (ISP) but it only lasts a day or so. I don't know how that works so I can't say why it isn't completely effective.

I did spamcop for about a week. I forwarded it to the address and got the confirm email and clicked the link. I did this at least 50 times (no bs) over all my accounts. They still keep coming.
 
After a month or two free of Fortune Lounge spam, I got another one with the subject "Bonus abuse special" from playersnetworks.com (registrant: Shawn Bercovitz). This one does not even comply with the CAN-SPAM act in that it does not contain sender's postal address, but I assume "publishers" are free to do anything they like.
