    i used to play at riverbelle casino, moved to roxy palace and noticed that cashanova's amount per coin bet is 0.10 max, while in riverbelle it was 0.25 max....

    does it mean that the casino owners get to decide how much on each slot and also decide the winning precentages for each?

    No - at least not at Microgaming and Playtech. Real Time Gaming casinos do have this option. They can choose a payout of between 80-95% for each of their slots.
