If an online casino can adjust it's pay out percentage of each game. Isn't that the same as fixing or loosely term rigging it? I mean they can actually make the game pay out more or less.

The answer is easily answered...no.

If they were to set a max amount that you could win, then it would be rigged. There's been various casinos that have been caught doing this, but they are usually fly-by-night operations.



An easy way to look at it is:

Are B&M casinos rigging their slots simply because they can adjust the payout %?

Also, the main reason, are online casinos not supposed to set a max % they're going to pay out? Should they have months where they pay out 230%?

It depends. If you change the payout percentage on for example videopoker by changing the paytable, then it is of course not rigging. If you change the payout by making some cards less likely to appear, then it is rigging.

As long as you don't trick the player, for example by saying that your slot pays out 95% when it in reality pays out 90% then it is not rigged.
