It's not that impressive really.

It's a private company operating for commercial gain, not a state regulator. This presents a serious conflict of interest that does little to protect players. The company will not terminate licenses for bad behaviour towards players if the operator is profitable for the licencing company. We see this setup in quite a few places, and it's always been bad for players.

Interestingly, the government of the Philippines doesn't think much of these companies and their regulatory regime as they forbid these companies from allowing locals to play the sites. When the government of the Philippines demonstrates that it has sufficient confidence in the licensing regime it has set up by letting locals play, then players may warm to the idea.

The UK has taken on a direct licensing and regulatory role, but unlike other jurisdictions, this is for the benefit and protection of local players, rather than for the companies to use the country as a base to service offshore players only.
