yuck
It seems this is still an issue...I had a transaction that didn't go through this morning. Typically when it happens the casinos have been pretty quick about manually crediting the amounts (usually about 30 mins from emailing them).
This was a new casino for me, so I contacted Neteller, got the transaction code and sent it to the casino....this was the reply email:

I have forwarded the details you provided to our financial department and we will contact you as soon as possible with their resolution.

Please note that since processing investigations often require that we contact banks or processing companies in various countries and time zones, it may take up to 48 hours during working days to gather all the necessary information.

They sent me an email initially asking for more details..the date, time, etc...then this second one mentioning a 48 hour wait while they investigate. It seemed like it was a new thing for them...and I was thinking, surely I'm not the first person it's happened to with them? I know it will be credited eventually, but 48 hours is yucky. I wish Neteller would get whatever is causing this ironed out
