I would hazard a guess this will ONLY be for State or Federal approved online gambling - I can't see them opening up for ALL online casinos/poker.

I have a recollection that it cannot be used for gaming transactions. Maybe that has changed as that was a couple of years ago.

From what I gather they're connected to Neteller in some form or fashion.

I don't foresee this being a gateway for all U.S. players but rather the ones wanting to gamble online in legal U.S. states as KK mentioned above.

I'd also investigate all fees as you're looking at two separate companies which clearly will impose charges for their services. ;)

This to me would say. That they'll accept online gaming transactions that are based in the US, but not outside. So therefore were now going to follow the law. Yet if your using a non-New Jersey based gaming site. More than likely we'll decline you.
 
Going from the OP's link to the FAQ for approved countries it Shows the USA as Banned. This page was last updated on 1/9/14. I don't see anything indicating the USA is ok in ANY format.

Optimal Payments is Neteller. It's the same company.

Neteller is a UK company I believe based in IOM and has offices in Cambridge, but has offshoots under different business names elsewhere. Probably to protect the main business if an offshoot went tits-up due to interference by authorities in certain regions?

By my reading of it, the USA is not banned. It's listed as one of the "serviced" countries (see first table, 4th column towards bottom). The wording seems to indicate that it's ok to use for online gaming:

"If you live in any of these countries, you are able to hold a NETELLER account, transact with any merchants, and have access to deposit and withdrawal options."

I'm interested but not biting yet. Any U.S. player succeeded recently in withdrawing by this method?

The page has changed since I posted. If you look at the top it says last updated on 3/4. When I posted It showed last update 1/9.
I guess they do now. I'll wait for someone else to be the guinea pig on this one.
 
As i read the page it seemed like they were letting usa use it again.. Asked email, address and ssn.. I signed up from Georgia

I signed up and got a number and everything..

Tried having a small cashout sent there, to test it out and it was declined
