It COULD have been true though, parents HAVE to sleep sometime, and a teenage son could easily swipe their credit card, write down the details, and put it back, with it not being discovered. Only when the parent gets their next statement might they realise something was up, but would have no idea what unless the son confessed. To an non-gambler, many casino related card transactions look unreleted to gambling on the surface, but certainly DO look like "internet" transactions.
You do NOT need the card in your possession for using the internet, and despite the safeguards of "secured by VISA" and "Mastercard secure", VERY FEW casinos actually USE the service, which places a second level of security on the transaction, a password (equivalent to the PIN in "chip & pin") known ONLY to the cardholder. Having the card details, or even the card itself, is NOT enough to get past these extra security methods.
One answer is for it to become industry standard for casinos to use these extra security features introduced by card issuers to prevent the problem of unauthorised use of a credit card by someone other than the holder.
As for ID, this is usually ONLY checked at time of withdrawal, so the fact that someone is under age will not be picked up unless they WIN, and request a cash out, and then find they have to fake an OVER age ID to get the money. This does NOT prevent under age players LOSING money.
