One person with one account can also do that and have a big win once in a year, they don’t want that either.

The first part of your post is a normal rule that you're not allowed to decrease your betsize after a huge win just to clear wagering. Betat has it for example.
So no need to be a fraudster or having multiple accounts for that.
That wasn't really what happened here. It was the fact that he now and then jumped up and down with his bet amount and managed to win on his large bets. I'm sure he won on his small bets too, but that didn't cost them so much

Casinos do want winners but as in your last example not those who sign up, win huge and then disappear.
