Well Bryan has already said they are not communicating with CM so that rules out effectively a PAB here. So yes, I thing eCOGRA is your next port of call. The UKGC don't directly deal with player complaints BUT you can report a casino for any suspected license breaches, or general problems. So I'd personally follow those paths.Trust me, I've been down a very difficult path, but this isn't me complaining of losses, this is me looking for help.

Sorry to be brutally straight but Tirilej is correct; the rent issue is down to gambling and the situation would have been exactly the same for you if you had lost, which was a distinct possibility at the outset!
Anyway, regardless of the RG side, you deserve your winnings so check out eCOGRA. You would normally be expected to attempt to resolve it first with the casino, but if the site has vanished then eCOGRA would presumably accept an immediate dispute.
