Credit Card Issuing Bank?

I had read on here (somewhere) that you can put in a different issuing bank name from the back of your CC so that you can get the transaction to go thru. I went & bought the PrePaid Visa (Netspend) and still cant get it to go thru even at Intertops!

PS the back of the card says International Bank?
