I don't understand this at all. How is it that Phoenician and Nostalgia can have the cash out in the Neteller account within 5 minutes. Unless I am not understanding what they mean by 'administration' that is BS and is just a way of prolonging the cash out.

I get that in most all my cashout notices, but the money is in Neteller right away. I think it's more just a disclaimer in case something is wrong with your account.
