blocked vs excluded games

Can someone please explain the difference between blocked and excluded games on a bonus...sites give me conflicting answers.

1. There is usually a padlock on blocked games.
2. Excluded games have no padlock but you may void all winnings if you play them.
3. Why not just block them all...why have both categories?

Excluded usually refers to 'Not allowed to play whilst you have an active bonus' but can be played with a cash only deposit (always check T&C's for this info)

Blocked usually means 'Blocked by country restrictions, licencing issues etc' which means it cannot be played full stop, regardless of bonus/cash only.
