This is from Casinomeister News going back just over a month. Note that it is confirmed that African Palace is a sister casino to Indio Casino (see below) which has been around for awhile (hence the 1999 dating you refer to). Both casinos are using Playtech software.

Players were left unpaid with one side claiming the other was responsible for them in terms of a business agreement.
In the end Jeff Hurley of Futurebet allegedly agreed to pay the aggrieved players out but under somewhat questionable circumstances. Their account balances were transferred to SportsbookUSA with a ten percent bonus....but were then subjected to a ten times WT.
