Affiliate marketing on NL-domain

I've been working on getting a website together to start my own Dutch affiliate. Holland has strict laws that forbid gambling on dutch websites, but i can not find any information regarding affiliates. If you do a google search there's lots of nl-domains linking to off shore dutch casinos. I contacted an affiliate manager and she told me too seek legal advice. Seems like a pretty big step, as i just wanna start this of as a hobby and take it from there.

If there is any dutch affiliates on here, or anyone else who would like to chip in: some advice would be greatly appreciated!
