What was the decision to lower the max win to 70K from 90K? Does this mean the odds of hitting the max win are greater compared to Yeti?

The reason for the lower max win is for two reasons, firstly we wanted to increase the chance of hitting it. If you compare 90k Yeti Gigablox and 7 Gold Gigablox - you are over 8 times more likely to hit the max win on 7 Gold Gigablox!!

The next reason is the 7 Gold Ladder is powerful and we needed to have a slightly lower max win to pay for it in the math. The ladder is very active, not just a decoration at the side of the reels like in some games Just over 1in 29 Spins will give you a 7 Gold Ladder win!
