3 Chinese flee PH after defrauding casinos

MANILA, Philippines - Lawmakers fumed at Philippine Amusement and Gaming Corporation (PAGCOR) officials after learning that 3 Chinese nationals accused of defrauding their casino operations have fled the country despite a hold departure order for them.

Dasmarinas City Rep. Elpidio Barzaga and Zambales Rep. Mitos Magsaysay chastised PAGCOR AVP for Corporate Legal Jay Santiago after learning that Lu Chu Ben alias Ben Lui and 2 others have left the country.

PAGCOR officials showed members of the House of Representatives games and amusements committee CCTV footage of the alleged cheating.

In the footage, Lui and his cohorts were shown playing baccarat. One of the cohorts had a small camera tucked under his sleeve that recorded the sequence of cards as the cards were cut and dealt. The recording would then be dictated to another player through a phone call.

PAGCOR said it red-flagged the group after being tipped off.

PAGCOR officials estimated the amount involved to be around P150 million.

The 3 have been charged with syndicated estafa before the Paranaque Regional Trial Court. However, the case was later downgraded to simple estafa, allowing the suspects to post bail and later on leave the country.
 
Careless policing. The court granted bail, and the 3 knew damn well they were guilty. Naturally, given an opportunity to flee from the court's jurisdiction, they would do it. I expect they still have access to the majority of their illicit gain, so accept the loss of any bail bond lodged as a consequence of getting caught earlier than they would have liked.

I am not sure "westerners" would understand why they chose Baccarat, a game where the player takes no part, and cannot change strategy by knowing what the next card is. Baccarat is very popular indeed in Eastern gambling culture, and the natural target of any scamming scheme, whereas "westerners" would be more likely to target Blackjack or Roulette.

Knowing the card sequence in a whole deck, or at least most of them, can help beat Bacarrat as you could determine whether to bet banker or player in the next round.
 
What exactly did they do? Did they manage to film the as yet undealt cards or track the shuffle? Recording the already dealt cards is not worth the trouble, there are simply too few opportunities for a bet with a positive expectation, the best you can hope for is to reduce the house edge (see

......one of the casinos thought to have been victimized by a scam that involves having a player “cut” the deck by dragging the cut card over the top of the deck and slightly separating the cards from one another with an index finger.

Using a miniature camera tucked under the gambler’s sleeve, the player records the value and suit of each card and uses the information later.

It relies on the practice of allowing a player to cut the deck after the shuffle. The one with the camera then makes an excuse to leave the table briefly, and they then hide in a restroom with a small computer and convert the recorded video into a cheat sheet, which is then used upon their return to bet knowing the sequence of the cards. The team take up most, if not all, of the seats at the table.

This one seems pretty widespread, along with the "false shuffle" where a player is allowed to shuffle the cards.

It is similar to the 3 card poker scam where a camera records the cards as dealt, making the dealer's hand known to the player.

Because of the advances in technology, such gadgets are getting harder to detect.
 
what they actually did here was when its time to cut the cards with the camera on hand , when you cut the caeds you use a white card to cut them right. they slowly run down the cards one by one using the white card and camera sees the cardsone by one after that vinylweatherman what he said was right wnt to another room and a player replacement comes in with ear phones attached to a cellphone talking to the other guy with the camera, just that simple.

I overheard in a tv show that they should had stopped the game to start because of the very slow cut peeking at the cards , they said in the first place they should have nt let that kind of cut happen and continue playing should have stopped the game and cancelled or closed the table.
