If these senators really wanted to make it hard they would try what the Italians are now implementing. ISP's are to be required to block access to internet gaming sites, and those that fail will face fines. Although this will not prevent the offshore deposit methods from working, it will mean that US players will have to get an "offshore" internet connection also.
I believe there is already a requirement to block access to certain types of websites, mainly those that promote terrorism, particularly unsavory activities with minors, "how to" manuals for serious crimes, some sites containing offensive content etc. Extending this to include all sites that "facilitate the placing of any form of wager over the internet". Their problem, as with the Italians, will be the vested interests who will require exemptions, which will inturn open loopholes which will be siezed upon by the offshore casinos. They may also find that they have to survive court challenges that seek to render the legislation "unconstitutional", in the same way that the European court have emasculated some UK laws on human rights and EU rights grounds.
