Not everyone drives, and even among those that do drive, many UK residents don't have a photo license. And passports are not as common as many casinos think they are. Some members have expressed concerns about Identity theft when they are not allowed to mark passports VOID or leave out issuing numbers or such as well.

They don't have gov issue ID cards available for non drivers? Ours look just like the photo driver's licenses, use the license's number (if the individual ever had one, I don't know what they do in the absence of a prior driver's license) but it just has "Identification Card" across the top and issued through the Dept of Motor Vehicles.
