I was told by an
RTG licencee that
RTG offer 3 payout levels (on the slots at least): 97%, 95% and 93%. The casino picks one and sticks with it. They can only ask
RTG to lower it with justification and it takes months. 2nd hand info, but no reason to distrust who told me.
