I believe a 'chat box' at the top of the page is a standard feature available with vBulletin (the software this forum uses) as I'm pretty sure I have seen it on other vBulletin forums.
But if I had to guess, I would say most forum owners would not want to use it as people could end up only chatting & not posting. The trouble with chat is there's no record afterwards...
