But I totally agree that you'd think they'd lose more potentially valuable players as a result. Would have thought there would be a better way. Shame for your everyday player that there isn't a central database of "player ratings" but I guess that would have as much if not more opposition, especially from bonus hunters.

I suspect it has more to do with payment processing, fraudulent charges/accounts, chargebacks, and such. I believe they wave the 14-day period if you use Verified by Visa.
