They may not be able to "arrange" this, but Neteller can charge back. I know of an
RTG casino that received a "chargeback" from Neteller. Somehow a player made a deposit in his/her Neteller account with a credit card, and then made deposits in the casino. I forget what the actual circumstances were, but the bank cancelled the card, the player's funds were charged back from the Neteller account, and thus the funds were removed from the casino.
This is one of the reasons why casinos still want ID documents even though a player has deposited through Neteller. It's not 100% safe.
