Casinos use more than one processor for card deposits. This means that the card company may have one blacklisted, but not necessarily all of them. Choice of processor for any individual deposit is probably decided on the fly by load balancing criteria. I have seen this in action with a series of deposits to the same casino being billed to my card from more than one processor.
If this is the case, it would explain why some get through and others don't. Eventually, the card company will figure out who the alternatives are and block them too.
