Spamcops might help. Spamcop will notify them of the steps and procedures they need too take to avoid being listed by them. It is a very fair process.

I think your complaints needs to be escalated at Party first. I also think the wrong person is dealing with this problem and not taking it as seriously as they should. I know them as a responsible company that will react to these complaints and cannot believe for one moment that they are not resolving the issue.
